DA gags anti-power project voice in Tawang

Taba Ajum

ITANAGAR, Jan 28: Though from an unlikely quarter, the hydropower issue is back in the forefront.

Society for Development of Culture and Education (SDCE), a civil society group and district administration are at loggerheads over the emotive issue.

The members of SDCE claimed that district administration forced the organisation to bond sign a document restricting its activities for next three years when they were conducting awareness campaign about hydropower projects in Tawang district.

However district administration has negated the claim and alleged that SDCE members violated the terms under which they were given permission to carry out awareness campaign.

In an emailed statement, Tawang deputy commissioner Kemo Lollen stated that SDCE was accorded permission vide order no. TJ-02/2011 Dtd 4/9/2011 to make people aware about the importance of Bodhi language. The DA order, however, came with conditions for the organizers which included; prior permission shall be obtained from the owner/head of the department of building for use of private/public buildings,  the peace and tranquility in the area during the awareness campaign should not be disturbed in any way, the local police shall be intimated the actual schedule of awareness campaign for necessary security measures and lastly organizer shall ensure that the participants abide by all standing executive instructions on plastic & poly bags, defacement of any property and instructions related to cleanliness within the district.

Further DC claimed that his administration had received information from secret sources that in violation of terms and conditions, the two monk of SDCE were conducting meeting at various locations in Tawang District  campaigning against construction of Hydro Power project at Tawangchu and Nyamjangchu for which Public Hearing was completed years back.

Also on that particular day when they were summoned the SDCE members were having a meeting with like minded people at Yid-Gha-Chozin Gonpa without obtaining prior permission from the competent authority for use of the building.

After noticing all these activities, the monks were summoned to the office for explanation on activities which were beyond the scope and limit of permission accorded by Deputy Commissioner, Tawang and a bond under Section 106 & 107 Cr.PC was executed not to commit further breach of peace, DC Lollen added.

Meanwhile,  Nima Sange, secretary of SDCE, while talking to this journalist from Sera Monastery, Bylakuppe (Mysore) has dismissed the claim of district administration.

“While seeking permission from district administration, we had made it clear that our main motto is to create awareness about Buddhism, environment and democratic rights. Naturally, when we talk about environment, the hydropower issue comes up. We have not violated any condition and in fact district administration has curtailed our democratic rights,” said Nima.

Further he added, “In Tawang district alone 15 projects totalling 3500 MW are coming up. Construction of large number of dams is going to have huge impact. The population of local Monpa tribe is only around 30 thousand in Tawang. The hydropower developers will bring in workforce numbering thousands from outside. We will be reduced to minority in our homeland and therefore we see it as direct threat to existence of Buddhism in Tawang.”

He further blamed the short-sighted vision of political leaders of Tawang district for coming up of so many hydro projects in the district.

“During the tenure of Late Chief Minister Dorjee Khandu, many MOUs/MOAs were signed with hydropower developers without any proper and prior consent from public.

Majority of public are uneducated and therefore they did not oppose. Moreover they were under the impression that they would be financially well off once the power projects come up,” continued Nima. He went on to add, “We believe that late CM was misguided by some people regarding hydropower issue. He did not see the disadvantage of hydropower projects. The people of Tawang have every right to know the pros and cons of hydropower project in true sense. Let democracy prevails and let people of Tawang enjoy the freedom of speech and expression.”

It is ironic that anti-dam movement has re-ignited from  the district of late CM Dorjee Khandu, who was a staunch advocate of big power projects in Arunachal.

Upset AAPSU questions Assam Rifles; seeks Governor’s intervention

Staff Reporter

ITANAGAR, Jan 28:  The All Arunachal Pradesh Students Union (AAPSU) has reacted strongly to the news report published in this daily regarding recruitment of Chakmas and Nepali citizens by Assam Rifles under ST quota of Arunachal Pradesh.

In a representation to Governor Gen JJ Singh, AAPSU has called for his intervention in this regard.

It is to be noted that Assam Rifles had recruited three Chakmas and one Nepali citizen against various posts like Armour, Clerk, Radio Operator etc which was reserved exclusively for tribal’s of Arunachal Pradesh.

Terming this move as mockery of Bengal Eastern Frontier Regulation Act and Chin Hill Act, AAPSU stated that sentiments of indigenous tribal community of Arunachal have been deeply hurt.

They sought immediate cancellation of appointment given to non-APSTs and demanded that fresh recruitment rally be conducted inside Arunachal territory. Failing this, AAPSU threatened to launch non-cooperative movement against Assam Rifles in Arunachal.

“We strongly oppose this act of Assam Rifles and urge Gen Singh to personally interfere in this regard. Assam Rifles is one of the most decorated and respected paramilitary force of  North East. They have been serving state of Arunachal since time immemorial and therefore we expect them to understand tribal sentiments much better. It is well known that Chakmas are refugee in Arunachal and Arunachalee people has been fighting against them for last many years. Similarly Nepalis also do not come under ST category,” AAPSU stated in a release.

Further they questioned why did not Assam Rifles fill up all the seats meant for Arunachal during that recruitment rally. “As per advertisement published in Employment News, 26 seats were reserved for Arunachal Pradesh. Out of 26, 13 posts were exclusively for Arunachalee ST candidates and remaining 13 for general category candidates. Of the 13 ST seats, only 5 were filled, that too non-APSTs like Chakma and Nepali got selected. What happened to remaining 8 seats, it asked. It further said that in general category too only seven seats were filled and six seats are yet to be filled. There are possibilities that these seats might have been diverted to other states.

“We urge Assam Rifles authorities to come clean in this regard,” AAPSU said as it demanded an investigation. “We feel that such insensitive act of job deprivation against tribal youths by Assam Rifles can have serious socio-political implication”, the union further added.
